Anthony Steven Barrell, David Matthew Hammond, and Ian Oakley-Smith have been appointed as joint administrators of BXL Services to manage its affairs, business and property as its agents. Matthew is the Learning, Skills & Work Manager at St Basils.  Matthew has worked for St Basils for over 5 years and has strategically developed the highly successful Life Skills Programme and secured the Matrix Quality Mark for the department in that time. 

In 2006 Matthew was seconded as the Gold Coordinator as a result of St Basils' winning the Housing Corporation Gold Award.  This involved delivering the dissemination programme nationally.

Matthew has also worked on the CLG National Youth Homelessness Scheme and since then St Basils has become RSL National Centre of Excellence for Tackling Homelessness and Matthew leads on this project.  Currently, Matthew is (acting) Resettlement Services Manager at St Basils.  Matthew has a BA (Hons) in Youth & Community Development and worked as a Youth Worker in Highgate, an inner city estate in the centre of Birmingham for 2 and a half years before joining St Basils.
